The Value Toolkit - a framework to support clients and policymakers

The Value Toolkit, developed by the Construction Innovation Hub, is a framework designed to support clients and policymakers in making informed, value-based decisions throughout a project’s lifecycle. It emphasises a shift from cost-driven decision-making to a holistic approach that considers economic, social, and environmental factors.


The toolkit integrates two key streams: Value Definition and Measurement, which helps clients’ articulate priorities and measure success using a Value Profile and Scorecards, and Client Approach, which guides commercial strategy, risk management, and appointments. It aligns with HM Treasury’s Green Book and the Construction Playbook, ensuring that public sector projects follow best practices​.



The Value Toolkit process consists of five phases: Need, Optioneering, Design, Delivery, and Operation. These phases help define strategic objectives, assess alternative solutions, finalize design choices, ensure efficient delivery, and evaluate long-term operational success.


The process encourages early stakeholder engagement, risk management, and continuous assessment of project outcomes. A dedicated web application supports recording decisions and producing Value Scorecards, ensuring transparency and accountability. By embedding value-based decision-making at every stage, the toolkit aims to improve project outcomes, enhance sustainability, and drive innovation in the built environment.
